Sho Buds are 24" scale length, so yes, you have the wrong board on your guitar if it's measuring less than 12" at the halfway point.
You can get a correct fretboard from Tom Bradshaw.

There is a story I have heard from a 1970's Sho-Bud dealer. Shot Jackson had made some Sho-Bud (off scale fretboards). He would sneak around and lay the (off scale fret board) on some players Sho-Bud neck on stage. When the steel player kicked off the first song, And the band joined in, It was a train wreck.
Shot Jackson would be back stage bent over laughing.
You may have found 1 of Mr. Jackson's joke fret boards.
May be valuable, To some Sho-Bud collector.
